Here are the new rules as of today from Costco Canada for non members using cash cards.
A Costco Cash Card gives you the opportunity to explore a Costco Wholesale Warehouse for one day as a non-member.

Terms and Conditions
In addition to the regular Gold Star Membership Conditions and Regulations that you are provided with at the time of registration, the following additional conditions apply to your one-day shopping pass:
- You must complete the one day shopping pass application form at the Membership counter before you begin shopping. This is the same process that is required to obtain a regular Costco Gold Star membership.
- Non-members may only be issued a one-day shopping pass twice per calendar year and the one-day shopping pass may not be used as a replacement for a Costco membership.
- Canadian government issued photo ID or a US passport must be presented to complete the application. We do not record the government ID number.
- The personal information you provide will be keyed into our membership system.
- Our privacy policy sets out how we collect, use and disclose the personal information you provide. A copy of the Privacy Policy will be given to you with Costco’s membership terms and conditions.
- We encourage you to review the privacy policy and membership conditions and regulations before signing up for your one day shopping pass.
- Once you complete your registration, you will receive a one-day shopping pass that allows you to make purchases for one day on the day you register.
- You must use the full value of the Costco Cash card in a single transaction. If a balance remains, it will be returned to you in cash when your transaction is completed.
- If the value of your purchase exceeds the value of the Costco Cash card, the excess can only be paid by cash or MasterCard.
